The law on the legalization of gambling did not take into account the recommendations of the National Agency for the Prevention of Corruption. In total, the agency has conducted 20 anti-corruption examinations of draft regulations since June.
This is reported by the press service of NAPC.
"An anti-corruption examination of 17 draft laws of Ukraine and 3 draft government regulations was carried out... Of all the NPA projects audited by NAPA, 4 were passed as laws," the statement said.
The agency notes that the recommendations of the anti-corruption examination were taken into account in three of the four laws tested.
"In the adopted law "On the state regulation of activities on the organization and conduct of gambling" the authors of the document did not take into account the recommendations of NAPC," - said in a statement.
The agency also reported that the most common of the identified corruption factors in the provisions of the draft regulations were:
- Establishing or expanding the discretion of the authorities in the absence of a definition of exhaustive cases, grounds, forms, timing, and order of their implementation;
- Lack of a list of types, forms, timing and decision-making by the authorities;
- Unclear regulation of the rights, responsibilities or responsibilities of legal and individuals;
- use of legal designs of an appraisal nature.
Recall, in early August, the law on the legalization of gambling business was signed by the head of state Vladimir Selensky.
As RBC-Ukraine wrote, the NAPC warned that the adoption of this law in its current form will lead to multimillion-dollar losses of the state.
Thus, on July 14, MPs passed a law on the legalization of gambling despite a large number of amendments in the second reading.
